RULES

TEAMS ARE TO PROVIDE THERE OWN FLAGS

LANGUAGE
We want all players to watch there language while at the playing field.
These are parks were families bring there children  and we won't tolerate
profanity. Unsportsman like penalties will be thrown for foul language.

PLAYING FIELD

5man
The playing field is 60yards long by 25yards wide. End zones are 5yards
long and 25yards wide.

DOWNS
Since there are no kickoffs each series starts at the 5yrd line. You get 5
downs to go 60yards
(score a TD) with no 1st downs, unless you get a 1st down through an
opponent penalty.

PENALTIES
Penalties are assessed through downs. Only pass interference is
assessed through yards, which is the spot of the penalty. If you are at
1st down and there is a penalty
against the defense the offense would then have double 1st down.

TEAMS
Each team must field at least 5 players with no more than 12. EACH
PLAYER MUST HAVE A PICTURE I.D DURING SIGN IN.


MOTION
No more than one player at a time is allowed to go in motion before the
ball is snapped.

FORMATIONS
On offense you have a quarterback and 4 receivers. 1 player has to snap
the ball (the center). You
can use any formation you want example: 1QB, 1center, 3 wrs:, or 1QB,
1center, 1 tight end, 2 wrs:
1QB, 1center, 1 tight end, 1 running back, 1 wr: You can use any variety
you want but you have to
have a quarterback and a center. On defense you can use any
combination you like example: 2
de's, 1 lb, 2 cbs: or 2 de's, 3 cbs: or 3 de's and 2 cbs.

BLOCKING
Blocking down field is allowed with arms extended. Defensive backs can
bump receivers up to 5yrds off the line of scrimmage. There is no more
blocking on punt returns.


BEGIN PLAY
There is no indication before the ball is snapped to begin play. Play
begins on the center's snap. Only quarterback can field snaps that hit
the ground or go over his head. If quarterback touches it and it hits the
ground the ball is dead.
QB can not be under center

PUNTS
As soon as the ball is snapped everyone is eligible to run down field. If
the punt is blocked and goes out of bounce in the endzone it is a safety.
There is no blocking down field on punts.

PUNT RETURN
No contact with punt returner till ball is caught (Double First down for
running into returner)

Punt can be returned if ball goes over returners head or rolls past
returner. If punting team touches the ball it is spotted were it was
touched.

BACKWARD PASS
When the ball is snapped the only backward pass allowed will be behind
the QB. It is illegal to throw the ball forward behind the line of scrimmage.

FUMBLES
Once the ball hits the ground it is dead. If the ball is fumbled into the
endzone its spotted where the runner lost the ball. On bad snaps either
infront or over qb's head the ball is live. Only qb can field the ball cleanly,
ball hits qb and drops at anytime the ball is dead where he touches it. If
defender touches the ball on a bad snap it is dead where he touches it.

DIVING
Diving to advance the ball is not allowed. You are allowed to dive for
flags. Jumping to advance the ball is legal.

STRIPPING
No stripping of the ball is allowed

STIFF ARMING
Stiff Arming is NOT allowed

SCORING
Touchdowns are 6pts, after you score a TD you have the option to go for
1pt (5yd line) or 2pts
(10yd line).

MERCY RULE
If a teams is winning by 18pts at the 2min warning the game is over.

LENGTH OF THE GAME

The length of the games will be 2 half's of 20 minutes.

OVERTIME

Overtime will be played as follow. College rules first, both teams will
have a chance at the ball. If team X scores then team O has a chance to
score. If they don't game is over if they do we go to 2nd overtime which
is NFL rules. First team to score wins. There will be 1 timeout each team
in overtime periods.

*1st o.t both teams get a possession. If there is a int in 1st o.t the ball is
placed back at the 5yrd line. In 2nd o.t the ball would be spotted where
the int was returned.

PLAY CLOCK

The play clock begins when the referee blows the whistle. After that the
offense has 10 seconds to
begin play.

TIMEOUTS

There are 3 timeouts per half. 1 timeout in overtime

TEAM ATTIRE

NO chain necklaces. Mouth pieces are optional. Shorts with pockets and
of any color are allowed.
Teams are to have same jerseys or shirts. If not pinnies will be handed
out at no charge to teams. EVERY TEAM MUST HAVE LEGIBLE
NUMBERS.

WEATHER

Due to the league renting the field we have a responsibility to keep it in
good shape therefore in
order to due that when bad weather is expected and it does rain games
will be canceled and double
headers will be scheduled. If there is bad weather captains are to call in
and they will either be told
directly by an official or by a message on the answering machine.

PENALTY

OFFSIDES (Defense) - TAKE PLAY OR 1 DOWN PENALTY AT THE LOS
Defender can cross the line of scrimmage and get back only if he
doesn't touch an offensive player. Defender has the option of asking the
ref if he is onsides. Ref will not declare unless you ask.

FALSE START - 1 DOWN PENALTY

FLAG GUARDING - 1 DOWN PENALTY

CLUTCHING THE RUNNER - 2 DOWN PENALTY

DELAY OF GAME - LOSS OF DOWN

STRIPPING THE RUNNER - 1 DOWN PENALTY

ILLEGAL FORWARD PASS - 1 DOWN PENALTY

PASS INTERFERENCE
AGAINST OFFENSE - 2 DOWN PENALTY
AGAINST DEFENSE - SPOT OF PENALTY/REPEAT DOWN OR
AUTOMATIC FIRST AT LINE OF SCRIMMAGE

FACE GUARDING - IS ALLOWED UNLESS YOU TOUCH THE
OFFENSIVE PLAYER

HOLDING ON DEFENSE - 1 DOWN PENALTY

OFFENSIVE HOLDING - 1 DOWN PENALTY

ROUGHING THE PASSER - AUTOMATIC 1ST DOWN - IF IT'S 1ST DOWN
IT TURNS INTO DOUBLE 1ST DOWN

RUNNING INTO THE PUNTER - AUTOMATIC 1ST DOWN

UNSPORTSMANLIKE/UN NECESSARY ROUGHNESS - 3 DOWN
PENALTY

BLOCKING DOWN FIELD (before the ball has passed the los) - 2 DOWN
PENALTY

BLOCK IN THE BACK - 2 DOWN PENALTY

FIGHTING/SPITTING - SUSPENSION/MEMBERSHIP REVOKED - TO BE
DETERMINED

THROWING A PUNCH/KICK - DONE FOR SEASON/MEMBERSHIP
REVOKED - TO BE DETERMINED

THREATING OR STRIKING AN OFFICIAL - MEMBERSHIP REVOKED
RULES
No longer will the clock stop under 2mins in the 2nd half if
your team is leading by 14pts. If your up by 1
8 or more pts at
the 2min warning
in the second half the game is over.


Offensive player must avoid defensive pl
ayer trying to pull
his flag.
2 UNSPORTSMANLIKE - out of the game. If you are ejected
from a game it's a $25 fine 1st offense.
If you are ejected for
a
2nd game your season is over.

Captains will be held responsi
ble for cleaning up trash after
games.
FORFEIT GAMES - If you forfeit a game your week 7 & 8 game
fees ($60) will be used to cover the forfeit. You must then put that
$60 back in by your next game.


If the league knows in advance of your teams forfeit (at
least 3
days before your game) no forfeit fee will be applied.
